Not a lot of what he says actually makes sense or even flows logically, it's a meandering speech full of non-sequitur. Does anyone more familiar with Japanese know if maybe his speech just wasn't translated very well? Or is it simply written as bad as it sounds in English?

This is Kojima's patented writing style

He's the anti-Zero. Zero wanted to control the world, give everyone a "stimulating level of conflict" without it ever actually being out of his control, and enforce a wholeness on humanity through information control.

Skullface wanted to end all the stupid charades, all the idiotic plans. He wanted to destroy language and society as a whole, and throw easy access to nuclear weapons on top, in order to set the world into a cycle of people taking revenge on those who'd wronged them.

This. Not to mention the fact he is trying to express them in like the seventh language he was forced to learn.
