FNV actually is somewhat impressive from a game design standpoint
The way that it offers freedom in quests yet almost always accounts for the player doing things differently or in different orders
One thing you can say about FNV is that the devs made sure that everything felt cohesive and made sense despite the complexity of the game
I'm sure it wasn't easy to do (clearly it's not for Bethesda) although Obsidian had plenty of experience with that
In some ways it actually does things better than FO1 and 2 did

The problem here is that you saw a game that was well-loved and thought it should impress you based on that alone.
What you've ignored is why it's well-loved. It's running on an awful engine, is full of bugs, and is borderline unfinished. However, it's fun.
The game doesn't owe you shit. It doesn't have to impress you. You, as a "developer", are supposed to ascertain what makes a game enjoyable for yourself. That is what leads to a marketable product. If you think something is only liked because it impresses people, then you're as fucking stupid as Druchman thinking TLOU2 wasn't complete shit, or that Sony CEO who said "why would anyone play something so ugly" when he saw Gran Turismo 1 played next to GT Sport. You've missed the whole fucking point.
