Because it's shit and unimaginative, and all would be forgiven if the fight was actually good, but it's not. Instead of having to make a coordinated team effort to take Dio down, Araki just decide to make Dio 70 IQ for the entire duration of the fight. He literally demonstrates that The World is on par with Star Platinum in speed, strength and precision, but then makes Dio retardedly afraid of it and unable to block punches he easily should have. Dio never uses his time stop second advantage, all he had to do was rush Jotaro in stopped time, block the 1-2 hits Jotaro can make and then demolish him. At the end he wastes like his entire time stop to get the stupid meme road roller so he can get easily countered.

This is yet another idea Araki went back on. Dio is shown using hermit purple once and then nothing. Araki realized how OP that would be so he retconned it. Imagine using the emperor in conjunction with The World. That being said, Araki also wrote himself into a corner with the timestop thing, and he wasn't intelligent enough to resolve it without Jotaro asspull and Dio becoming a retard in-fight.

Because he could time freeze. Once you have that kind of ability you pretty much forget about your other stuff, because if that didn't let you beat the other guy, freezer hands and garden hose eyeballs sure as fuck aren't going to.

The flesh buds are a Vampire ability related to DIO's vampiric DNA. Lovers is a Stand ability that's very similar.

It was confirmed in DIO's Diary that his Hermit Purple was Jonathan's Stand, not some retarded all-encompassing power wherein he has every single Stand ability.

Araki moved away from the older "traditional" fighting styles he introduced when he introduced Stands. While stuff like Space Ripper Stingy Eyes and temperature control were ignored, Hermit Purple survived due to it being the Hamon stand that all users develop with mastery of Hamon, is the only survivor of that culling. It's rationalized by DIO not fully recovering after he took over Jonathan's body.

How tf do they think Star Platinum being able to stop time is an asspull, they were foreshadowing it the entire fucking arc, jotaro was literally learning how to use the power during the fight and it made the dynamic much more interesting since dio knew how incredible that power is and how scary it could be if a Joestar used against him. Dio being the same Dio that he was from part 1, he needed to stay ahead and prove he was superior, improving his own skills by extending how long he could stop time and trying to slow jotaro down from doing the same by distracting him with morbid shit like draining Joseph's blood in front of jotaro. It was literally a perfect fight, even at the end when jotaro defeats him by feeding into his ego and making him think he could extend time longer than he actually could, so good

DIO was never Dio from Phantom Blood, though. Even Takehito Koyasu recognizes that DIO is, after all is said and done, a separate character from Dio Brando.
