The reason is the worldbuilding. Same reason I find it atrocious that in Skyrim you can get through the College of Winterhold with novice magic skills while in Morrowind you get told no when trying to advance if your skills are too low

It's lazy. You probably mean that you start sihtty but with time become better with weapon instead of just dealing more damage. Dice rolls are a horrible way to do that.

It's good that you can go through it as a novice mage, instead of restricting the player for retarded roleplay reasons. No one is stopping you from roleplaying and not doing the College of Winterhold shit unless you're skilled enough.
All Morrowind accomplished was wasting time by putting up roadbarriers in their sandbox game.
When you hit in Skyrim you always made the same damage, when you hit in Morrowind the damage you make depend on how you swing the weapon, the weapon damage, the weapon condition, your strength, your agility, your luck and your ability to used this kind weapon, also depend on your opponent stats.
Daggerfall would be the best combat in the series if the mouse movement system was a little more responsive.
Game design complexity arises from what the player is restricted to do, so yes.

Sniper takes more skill than Spy because Sniper at least has to aim instead of wildly flailing a knife.

What's happening is that your character is a n00b who is unskilled at the weapon and is using it wrong or just flailing like a retard and missing
Higher skill, character gets better, eventually becomes a master
Its really simple when you think about it
But you physically see your weapon hitting the enemy. It doesn't make sense that it misses completely when you can clearly see it didn't miss.
A much better way to do it would be to just make it do less damage, or maybe to have some sort of "Deflected" animation to show that your attack glanced off. The way Morrowind did it is not only lazy but terrible visual design and it breaks immersion.
