Probably a team-based action game, with some open-ended levels that allow for different routes depending on which teammates you pick. Branching storyline is optional, as I would just see the characters you don't pick just choosing a different route. Maybe different levels depending on who your lead character is though.

Unironically a mobile game, with actual controls and combat a la Future Fight instead of the faggoty "set & forget" combat approach of 99% of everything else. you have a movepad and 4 or 5 commands that cycle on cooldown, and do bite-sized dungeon crawls with 2-character tag teams.
You don't get duplicate characters from the gacha, but grinding for all the outfits takes forever so impatient whales burn their money on it.

mha's lore and world building is kinda shit, so it's hard to build a game around it. Make it take place in the south america or africa or something to give it a relatively blank state but a hotbed for conflict

The worst thing about MHA is the pacing. The lore and established world are fine. All you need is a bunch of super-powered thugs to beat up. You don't need any blank slate to do that.

Character creation obviously. Add in a bit of flavor maybe you get the whole "play your own oc"! But add in some type of ability editor to your character where they only get one ability but different ways to use that ability. Maybe a perk system, no open world though, i think the games combat needs to be a type of beat em up with it becoming a fighting game where you have to find out what quirk your opponent has and how they are using it.
