As the main villain of their games, I preferred Solidus in MGS2 to Liquid in MGS1, but Liquid's reappearance throughout via Ocelot (however you want to see it, that counts as Liquid, even if it was all Ocelot's hypnosis) gives him the edge, so I say Liquid.

It was played-up because memetics was the main theme of Metal Gear Solid 2, passing on valuable information to the next generation. It's spelled out in the long CODEC conversation near the end with the GW AI, or just how the goal of the Patriots was to control to information for the sake of improving society, gets at the core of the meme concept. Most people IRL using the definition of "meme" as "viral image or joke spread online" during the years between MGS2 and MGR was a coincidence.

Well Ocelot specifies that he, working alongside the Patriots at the time, orchestrated the whole Big Shell Incident in order to test the SSS program, a study in to how AIs and Patriot algorithms could control populations, experimenting specifically on Raiden. Ocelot was the primary architect behind all of this, working with Solidus and Gurlukovich/Olga to get it done according to the Patriots whims.
Did you skip the cutscene on top of Arse Gear?

Yeah, I know it was frequent in MGS2 but it didn't seem to be as meme baiting there, if that makes sense. It seemed like it was trying to be deeper, or more unsettling, whereas MGR seems to be going for a mix of depth and humour, specifically with Senator Armstrong's monologuing. Dunno.
