Because most people don't care and "everyone on the board" is a small group of dedicated autismos, the mods are aware of these people. On top of that they don't make boards for the sole purpose of being "containment boards" it's a meme; a pony board was made because it was actually taking over the entire site, not because there were a handful of pony threads up across different boards.

And finally things like video game streamers, reviewers, websites, etc fall under video game culture.

I do not believe many people on Zig Forums discuss "mobile games" in comparison to RPGs in general which are usually discussed on Zig Forums daily. Not allowing generals is silly and would've relieved the load on /vg/ by sending the gacha there.
