Paper Mario 1 is technically on the same canon level as Wario and Waluigi. Goomboss was in both SM64DS and MKDS, and the Star Spirits were in Mario Party 5.

Stylized people is fine but stylized buildings wouldn't work for New Donk City being a clear reference to old school Donkey Kong, the more realistic environment makes sense for such a reference, the super Mario-esque look in the concept art would ruin it entirely.
