Yes and no. There's two camps where people at the time treated it like it wasn't special and it was a heaven-sent gift. It was a good and innovative game, it didn't get its reputation for nothing, but to say that it wasn't overrated is to ignore the obvious truth

Yes and no again. It has a lot of cool sections for your first playthroughs but replayability takes some hits during the vehicle sections and Mossman's discussion with Alyx when you reach Black Mesa: East. It has decent highs, very low lows.

The main reason people really liked this game was that it further introduced mods/modding into the scene. Lots of fun stuff came about because of the release of this and hammer/SDK

considering we are rating games for what they were on release because yes, for todays standards its a very mediocre game, but at the time it came out it was absolutely revolutionary

I loved everything about this game and played it and the episodes probably a dozen times through. The dystopian scifi setting and story, the visuals, the variety of levels, alien and human enemies, friendly characters, weapons, vehicles, etc. There's not much I didn't like except that they didn't release the third episode. I've never been interested in the mods, but I'm glad they were there since more people would play the game.

The bridge level was great but I hate replaying it. The first time through is cool, it's novel, pretty easy and simple if you have no fear of heights. It's not like falling really penalizes you much, but I still hate feeling that acrophobia.
