Waluigi could be an interesting, well-designed character if they have him represent the sports/party side of Mario games, and have his moveset represent that.
He could use his tennis skills to serve projectiles back at opponents, or perhaps strike opponents with different tennis serves.
One moveset idea I have involves Waluigi using a Dice Block from Mario Party, except I haven't figured out what it would do for him. Maybe it'd give him temporary buffs if you hit a high number or nerfs if you hit a low number, or something else.
With enough creativity and thought, pretty much anyone could have a working moveset in Smash.
