I feel like a lot of games tend to suffer from this.

>4 spiders is an "infestation"
>a ragtag band of mercs is an "army," or even worse they split them into 3 groups and call each 15 person group an "army"
>an area with a few random wandering mooks is a "warzone"
>an area with 10 trees is a "forest"
>a house with more than 5 rooms is a "mansion"
>a body of water larger than a small pond is a "lake"
Games just tend to overstate shit due to limitations.

Its not, armies in that game get produced by just setting your buildings to continuous production. Also you can chose to go rts mode or just roam around with your hero unit and level it up, of which the undead has an aura that continuously ressurects anything that died nearby into undead minions.

Pretty fun game, really old, but definitely worth a play.
