Why does a random licensed game for the PS1 have one of the greatest OSTs of all time?

I played it countless times on PC and from time to time I play it on PSP or Vita.

I only played the PS1 Demo, when I was a toddler. But it was still a great experience and the music was so good.

The majority of licensed games are mediocre to shit user. The quality ones stand out because they're not just good, but surprisingly so on top of generally having an IP that you care about.

Think about how many games have Goku in them for example. Dozens, hundreds even. Now think of how many of them are actually truly good without the veneer of the IP or the nostalgia some might feel for them. 20 games, maybe 25?

Goku has appeared in close to 150 games, maybe more than that. The only character rivaling that statistic is Mario. I've played a lot of games that happen to have Goku in them and I can very comfortably say that the total amount that are worth playing is absolutely less than 50.

This guy always scared me. I guess its because its an actual monster that you fight with no explanation when all the other enemies in the game are toys.
