Majima isn't considered a master by Komaki but Komaki says he has the potential for it. Majima didn't learn everything Komaki had to offer and Majima himself not only says he doesn't care about Komaki's teachings but he also specifically says he doesn't want to be a disciple of his or his martial arts. Komaki also didn't teach Majima everything, he says he wanted him to become his student but Kiryu himself is considered a master by Komaki meaning the little Komaki taught Majima in 0 was enough to show his potential as a student but he never went as far as Kiryu did.
Every game afterwards also reinforces this and Sosuke himself says Kiryu was the only master and he was incredibly jealous his grandfather chose Kiryu.

How does gaining Dragon skills work in the original PS2 game? I've only played Kiwami but my understanding is that Majima Everywhere wasn't in the original

There are no styles in the original and Dragon is just the standard outdated button mashing combat system that all older Yakuza games used

you punch dudes and do sidestories for xp, then choose if you want to level up hp, spirit, gain more techniques by holding X on 3 different bars that fill up with your xp.

You just unlock them via EXP from fighting and then get a couple things from Komaki. That's it. Everything that gives a weapon Heat Action isn't in the original, Komaki only taught Kiryu how to use a sword normally. Kiryu never had to learn combo extensions, gain the ability to use Heat, and so on. The only things Komaki taught him were things like the sword stance, Tiger Drop, Komaki Parry, the gun stopper, and Komaki Fist Reversal (Unless I'm confusing that one with 2). Kiryu couldn't even do any of the red-health Heat Actions until the wrestler in 2 taught them them.
