No, if you decline then the loop resets as usual, which is something the game talks about at length, every loop happened. Resetting the pod data (which is effectively your game state) just resets the loop at the start again.

But lets turn it around and look at how incredibly dubious the whole concept of save deleting really is; The first people who finished the game either got no help and just deleted their saves because.... it was a nice thing to do I guess? Or they did get help even though no one else had deleted their saves to help them.
