Skyrim is a 9 year old game, and all of those houses are enterable, all of them have objects that can be interacted with, and all of them have NPCs with 24 hour schedules

It's mostly because big part of the city isnt only what is behind the walls but also what is outside. Mills, farms, bath houses, fishing spots, gardens, etc. All this make it way bigger than just having everything inside the walls. Also many houses had more than one floor and allowed more than 1 family per house.

The thing is, up until oblivion, TES was a very different game compared to witcher. There were many wacky moments and you could do crazy shit with levitation, chameleon, acrobatics etc. Skyrim takes itself way too seriously and doesn’t have any fun gameplay mechanics. But it doesn’t do the presentation part properly either, and TW3 completely destroys it in that department. Bethesda should just stick to what it does best.

Even this gives a better impression of hugeness.

the entire point is believability, that's all there is to it, they're not going to backtrack and remove a staple of the entire series, since the moment you can't talk to someone it shatters the illusion that it's a living world

This is flat out wrong, but even if it was right, why the fuck wouldn't you want to have more buildings and npcs to make the town look more alive? Do you interact with everyone in a real city? God forbid you would want some immersion instead of just wanting every npc to give you another brain dead "radiant" quest because it makes your underdeveloped ape brain feel good.

You don’t need AI techniques to generate NPCs, a simple randomizer will do. The problem is the way the games work. Every single clothing item and weapon is a separate model that can be interacted with. There’s a lot of synchronisation and memory bs involved. NPCs in witcher don’t have multiple items on top of their model. The clothes, swords, necklaces - they are all a single model and there’s no need to keep track of 15 items for every NPC and render graphics separately for everything.
