Xenoblade Chronicles 2 isn't happening
There's a ton of Xenoblade spirits already in Smash, eight of which are specifically from Xenoblade Chronicles 2. There's nothing left to fill a spirit board with; and Nintendo has moved on from XBC2 so much that they'd rather shitpost about Duban on Twitter
I feel as though they had a choice to give either XBC2 or ARMS a second chance and they picked ARMS since they want to make it a franchise.

Minmin's spirit board already shows they're not above putting in spirits who were already in the base game into a spirit board.
In any case, I'd say it really depends heavily on what the rest of the pass is really populated by. If they really are cutting back on third party arrangements, then I can't imagine much else being a higher priority at this point than ensuring Xenoblade 2 is repped with a character and stage since Shulk and Gaur Plains sure don't cover it themselves. Pokemon Sword and Shield's really the only thing I see being "more valuable" in terms of what Nintendo would think needs to be added as primary content at this point.

Except nearly every major character + music from XBC2 is already in the game whereas Arms only had 1/3 the roster and no tracks at all.

The thing is though ARMS had four spirits already in the game and the rest of the board was easily filled out with the missing ones.
XBC2 meanwhile has EIGHT spirits already in; a spirit board for them would feel redundant as all hell. Plus, Rex got a post-launch Mii Fighter at a rather huge markup for being duct tapped to the first fighter's pass.
I'm pretty confident XBC2 ain't happening. A shillmon is the only other one left
