Because the character models are literally half the draw of the games. The other half being the actual combat. Since there isn't worlds to explore or new stuff to uncover, the entire visual presentation is character design. Memorable or standout character design will make or break a game. This is why characters like Chun-Li or Sub-Zero have not really deviated from their original design by much. This also means that girls with huge racks will also attract just about any hetero males attention and in turn sell copies.
Sex sells, and when all you got are character models, might as well slap some giant tits on one and call it a success.

The games that established the fighting genre were made by people who openly said they like hentai and porn. And made their characters to fit their fetishes. Later fighting games just copied their lead. Because it turns out, sex sells. The few fighting games that didn't do this tended to fail.
And the bigger fighters get, the more extreme the competition became. That included pushing the boundaries of sex appeal. DOA had bigger boobs and jiggle physics, so Soul Calibur and Tekken copied them. SNK made girls who wore less clothes, so Capcom did the same.

They have been consistently losing sales for the last decade. Eventually you're going to see a huge snapback where western games become highly sexualized and anti woke. But it's going to take another 5-10 years for the management to get replaced by the shareholders and then SJW "creatives" after that. It's already starting to happen in Hollywood.
