Notice how they didn't have any major lines of dialogue for her? She had 2 lines. One was shot from the back, and one from the front and that one didn't require any large mouth movements.
The Tarkin CG model in Rogue One had a lot of problems (especially the eyes like you mentioned), but the mouth really gave it away

Oh, I know all the tricks and misdirections; I just still think it's the best example on screen so far plus her eyes didn't look dead. It blows me away watching that scene every single time. Tarkin looks unseemly but what really bothered me the most was the very quick shot of Leia at the end when she removes her hood. Things look not too shabby but as soon as her eyes look up, it falls apart instantly.
