I think that would probably be a fairy. Though a fish game would likely be stuck in some kind of 2d game like Ecco since KH kinda soured more 3d perspective on it.

Gameplay would be based on agile aquatic movement and fighting enemies in a underwater city environment.
Was thinking of lots of tentacle themed monsters such as cecaelia and possessed seaweed to fondle the mermaid character and stuff, maybe have a few game over scenes where she is captured by a pirate queen and added to her harem, or a sea witch transforms her into a human Little mermaid style and traps her naked into her lair.
