People need to fully reconsider what it means to achieve CHIM, as well as all if not most of metaphysics. The closest thing to a tutorial on how to achieve CHIM is present within the sermons, specifically within sermon 21. It specifically speaks of the process that can be achieved by unlocking the secrets within the tower in the way that you would unlock the maze, and it is directly related to the teachings that Vivec gives to Nerevar about the ruling king. This can also be juxtaposed with Ysmir/Stormcrown and generally all other crowns that she mentioned in relation to towers in TES, CHIM is after all symbol of royalty.
To me personally it seems that CHIM is not absolute, more specifically it lets manipulate the tower that you managed to become the true God of, the I. Of course if you would manage to do that to the very Aurbical concept of tower itself you would be the ruling king of the world, but that isn't indicative of what is described as the only thing that can be done in sermon 21. For example, it may be that when Talos gained CHIM he became the ruling king of the white gold tower, as in the whole sphere of influence upon the reality that WTG became part of his nature at will, hence why he was able to change nature in cyrodiil at will since it is also mentioned that WTG can change environment of those who live there according to their comfort.
CHIM could very well be a less universal thing and an overall description for anyone who managed to make any tower extension of themselves, while if you managed to become ruling king of the world you could instead achieve Amaranth.

He certainly had means to achieve it, he had the knowledge and a tower at his disposal
It might be that once he lost access to red tower he also temporarily lost chim because, in my opinion, without a tower you have nothing to be a "ruling king" of, and if the tower is The Tower of Aurbis itself your powers extend beyond mundane manipulation it reality and allow you to fix the multiverse, if c0da is an indication of anything.

Meridia and Jygallag are there to remind us that the Daedric Princes aren't just "the bad gods" compared to the Aedra, they're more like the Greek/Roman Pantheon compared to the Aedra's being, more orderly, nice Pantheon.

CHIM is placing your ego above all else that there is, in conjunction to realizing the tower truth
Amaranth is an entity that already achieved tower truth through some sort of a walking way, and then he willingly transforms his soul/mind into a new world, imagine going schizophrenic and gaining billions of split personalities... But all of it is real and a literal new universe
The reason why Amaranth can be good is because if the entity that Amaranthed did it right he can produce a right world from his own internal qualities, Aurbis of TES on the other hand was born out of ptsd thus the world itself is inclined towards constant war and descent into chaos
