Modern Warfare is a reboot, it doesn't really matter that Captain Price is younger and sounds different, Gaz is also younger and black and Ghost is way gruffer.

Dunno about the others, but Sam Worthington, Mason's VA, is currently filming Avatar 2, 3 and 4 back to back, and since this game wasn't even a Black Ops game a year ago they probably didn't have time to schedule shit.

I heard only in here that Woods' VA was changed. Appearantly they did a good job.
Black Ops 3 let you customize your player character, this one is just giving it more of an RPG edge like letting you pick background and personality(which translates to perks like faster ADS speed).
The character you play as is a character you can customize.
You can choose gender, aspect and personality traits.
The campaign also has choices and such like in BO2.

Reagan's a public official, you can use his likeness for free since the game is portraying him as a character in the capacity of him being president, same as JFK, Nixon, Castro and McNamara in Black Ops 1, the main character's HQ being the USS Obama in Black Ops 2, Jonas Savimbi and Manuel Noriega rather infamously in Black Ops 2 which led to legal action that was later thrown out of court.
If Activision put out an advertisement saying "Ronald Reagan gave Call of Duty a 10/10" that's where they could run into issues with the estate.
