PC gaming was pretty much "dead" money-wise before Valve came along. You still had games, sure--indies will never die--but they weren't the huge money. People who got into it KNEW they weren't going to make huge bricks of money. You had dudes like Notch making Minecraft with some Zig Forums collaboration (the lazy rich as fuck douche never DID finish half the shit he talked about!) and you had dudes like Gary making gmod that let you do goof around with Source engine assets.
Publishers/developers--Tim Sweeney himself, btw--were all shifting to Console-exclusive development; BioWare was taking Daddy Gates' big bucks for XBOX exclusives while Timmy has been a Sony lad for multiple generations, always shilling how great their console is since like the PS2 era.
Publishers had AWFUL online presence. You could buy temporary access to an FTP download that decayed in like 72 hours; Valve invented the concept of the perpetual library where what you paid for is ALWAYS available to download. Physically-wise it was getting harder and harder to find brick & mortar stores that stocked PC boxes instead of turning into fucking Gamestop with nothing but shelves of Used console games.
Basically Valve stuck around and built something that worked and 15 years later Tim comes in and shouts NOOOOOO I DESERVE ALL THE MONIES! YOU DIDN'T BUILD THAT! FUCK YOUR ToS MY COMPANY AGREED TO!
