That's one way to look at it. Personally I think the cooler's designed for multi-gpu workstations where you can have 2-4 GPUs sandwiched together.

In pic related the top 3 GPUs are deprived of air compared to the bottom-most one. Using the new cooler, cold air will feed into the bottom GPU, and then get progressively hotter as it travels upwards.

Is it an idea solution? No. Is it better than current multi-GPU solutions? Probably.

To add onto this, since I have experience working with these machines, CPU performance is not as important as GPU performance in scenarios where such a computer would be used. While you'd probably see an uptick in CPU temperatures (and likely a slight downturn in clock speeds) the effect will be mostly negligible.

The air from the GPU should never touch the heat sink, it should be sucked in to the air stream from the CPU cooler blowing air back/outward

kinda this, if you have a sideways cooler (front to back) this airflow shouldn't matter since it's ejecting the heat anyway unless it's completely saturating the air.

the heatsinks/pipes on your cpu cooler are pulling heat AWAY, the cold air is to move it away from the cooler, not the cpu.
the people who might be hurt by this are stock coolers that blow down or pull up through the heatsinks but that's yet to be seen.
