Anything is sophisticated compared to Morrowind, Oblivion has a bit of tact involved, in Morrowind the dungeon halls usually aren't even wide enough for circle strafing.

I've never heard anyone talk about enemies sprinting away from you as a plus, it's extremely fucking annoying. Those necromancers that just summon shit and run away are obnoxious, and if you do kill their summon they've just regenerated enough magicka to summon it again and run away once more. It's not enjoyable in the slightest.

In Morrowind a clif racer is a clif racer, and as you get stronger killing it becomes easier and easier It will not magically have more hp and wear glass armor.
It gives them a human characteristic, they value their life, they won't just stand directly in front of you like some kind of cult follower protecting their leader.

The level scaling is separate issue from the actual tactics that you use in combat. For example in Oblivion I remember all the inventive things I had to do as a low level mage trying to clear dungeons, like kiting or jumping on top of pillars so I could use projectile magic from a safe distance. My first battle with a headless zombie took like 15 minutes. In Morrowind, if an enemy outclasses you there's nothing you can do about it because of the restrictive environments.
what? if anything it's the opposite. levitation, invisibility, teleportation, jump, water walking, etc all made creative magery much more rewarding in morrowind, and i don't really know what you mean by restrictive environments, plenty of the caves and such had large rooms and other environmental features that you could use to your advantage, probably moreso than oblivion

Levitation works well in Daedric Ruins and that's about it. Caves are very confined.
