This is probably nothing like what you wanted, but I used to play a MUD with a couple folks who were blind and played via screen readers. Those and ordinary text adventures should be pretty doable. I don't think video games are the best way for you to have fun with your blind imouto, though.

Probably be best to go /tg/ and buy board games. Lots of modern vidya have accessibility options for blind people but that's still mostly sound and not as engaging so it'd require a pre-existing interest from her to play those games.
