You have no guarentee that the drm will still allow play, you may no have all the games locally (considering the size of modern game).
And it can actually forcefully uninstall them without your input. It would probably be legal too considering how much leeway valve has with their tos.

Because even if it goes down, you can download a game from Steam, throw in a crack and keep playing a game you legally owned.

Steam is not going to die in the foreseeable future because it's deeply rooted in the PC gaming ecosystem anyway. Steam is one of the biggest reasons why PC gaming is as good as it is.
