They're different, at least. It's pretty much mostly in how bricks work:
in Famicom 1 & LL, Mario quickly rebounds off of breaking bricks. In All-Stars, Mario keeps some upward motion when breaking through which usually results in running against the brick right next to one broken, which kills forward momentum.

Yeah I noticed that earlier. Another thing I believe is that piranha plant hitboxes are fixed to not just be at the bottom, it's harder to run straight through 4-1.
I know the original SMB on All Stars has a bug where big Mario is slightly moved upwards when breaking a brick from below instead of pushed downwards, makes the game feel and handle differently.

For the longest time, I never knew about the original Luigi sprite in SMW since I had the All Star version. Didn't help that all of the Newgrounds animations also used All Star Luigi too. Went back to play the original and was confused on why Luigi's sprite was just a recolored Mario.

They look very similar, but some poses are clearly different.
3DS was an improvement though, that image has been debunked so many times I'm surprised it's still posted.
