That was the complaint. They seemed too much like 'the good guys' for 40k. So they added some lore to explain that they were oppressively class-based, so that if you weren't the born the right sort of Tau then you couldn't do anything except what you were told. And that any action whatsoever, no matter how heinous and genocidal or in league with evil, was objectively right so long as those in charge deemed it was in accordance with their fervent religious belief in The Greater Good.
They still ended up being too pleasant for 40k, but what's done is done.

Tau aren't bad, but nobody in 40k is good. Everyone is just a different flavor of shit.
Tau aren't even the least oppressive, Eldaeri treat what remain of their citizenry fairly well. They are definitely the most idealistic, but this is stifled by the fact they aren't big enough to influence major change yet.
Maybe someday there will be a big shift in Tau lore like how the Necrons are getting their dicks out recently, but only time and whether or not GW fully succumbs to woke and finally dies will tell.
