No, there are plenty of counterexamples on both counts. It's not even uncommon for games to be bad BECAUSE they've been stuck in development hell where the devs have had time to partially redesign the game lots of times, rendering it an incoherent mess and just bad, while rushing the game out at an earlier stage probably would have made it unpolished jank but at lest sound in terms of design. Duke Nukem Forever, one of the most infamously delayed games, seems like a good example (from what I've heard, I didn't play it personally). Conversely, there are games that were released (under "early access" moniker or otherwise) at an early stage but that were eventually fixed. That, too, is pretty common. Putting aside obvious examples in some of the early access success stories, you could list games like The Witcher (Enhanced Edition mostly fixed it) or Warhammer: Total War (in addition to the more general level of fixes, pretty much all factions have been reworked in patches such that original lords on factions that haven't had their reworks are almost unplayably dull).

If the people are competent, which is a hard thing to say in the current video game industry.
Also if they are actually working on the game and not funneling money in pockets if they have an incentive where not releasing the game continues to bring in revenue, like fan funded games and early access.
