At this point, it's a quality assurance issue on the developer's end that their game is so easily exploited.

I don't even understand the point. The point of playing is for the fun of the challenge itself, you don't win anything otherwise. There's literally no incentive to play a game if you're gonna cheat, you effectively end up cheating yourself of the only reward you would get from playing a video game in the first place.
Cheating in tournaments to win money at least actually makes sense, and in a way if you end up not getting caught, that was a rewarding "game" in itself, even if morally wrong.

Cheating in online games is a big no but cheating in solo is okay. I like to cheat in solo games to make retarded builds and such but in multi-player everyone should start on the same level so you can truly feel happy when you destroy your opponent

It's not a single player game. It's online, other people are involved. Just like in real life, you're not allowed to do whatever you want if whatever you want infringes upon the right of others to play.
That's why there's no punishment for doing whatever you want WITHIN the rules, even if it makes you an asshole or makes you suck. Because if it's within the rules, it's within everyone's rights.
It's like freedom of speech. You can say what you want as long as it's not gonna infringe someone else's right.
You can't harass someone with speech, you can't say what you want in someone else's institution (a non corporate business can set whatever censorship rules they want, you're free not to be there if you don't want to be censored) you can't disturb the public (unless it's protest), you can't threaten someone's life (that's infringing their literal right to be alive) but you're never gonna be jailed for speaking an opinion, because having an opinion does not infringe someone else's rights.
