Depends on your playstyle. I love long range guns, so a 25k Paciencia is my best friend.

No. Just install the light correcting thing if you're an aesthetic fag like me. The rooms will get darker and you will use the pipboy flashlight more.

Get some stability patches and also Project Nevada.
Basically go through the top 20 most downloaded mods on nexus and a majority of them should help fix the game.

The real problem in New Vegas is the piss and menses lighting; the textures and faces are fine. One of the texture mods even replaces the words with British spellings, WTF?

Only tip is to take the hardcore option at the end of character creation, otherwise just dunk your head in there and let your curiosity guide you, looking up a bunch of stuff beforehand kills any game experience imo

Sunny Smiles tutorial is a bore, and a waste of time. Just shoot the bottles so you get a free rifle + ammo.
The best weapons depend on playstyle really, and there are a lot of them so it all depends on how you wanna play. Although if you wanna btfo anything in your way you could work your way up to an anti materiel rifle.
Mods depends aswell
Some basic patches like the 4GB of ram patch, stutter remover, NVAC, etc. are essential because of how botched it is due to consoles, stuff like texture mods, lighting etc. are also quite nice, then there's stuff like project nevada, which rebalances the game completely, i could go on and on. But it's recommended you play with as few mods as possible the first time around.
