Nobody gives a shit, there are tons of relevant Mario characters that would make for cool movesets just from the mainline games, it's obvious and fair they'd be picked before any literally who from spinoffs.

Part of the reason Paper Mario struggles so much is that Miyamoto (and his apprentices) are very strict on keeping Mario traditional and kid-friendly. They don't want the cast to take part in "battles", or anything too serious. It's why Origami King battles are light hearted minigames where you springboard on heads alongside bright colors and welcoming music. A musou would be far too confrontational.

What do you do after beating Bowser on Mario 64? Sunshine? Collect more stars and shines. It's the same thing, you just didn't mind when you were younger.

At least Odyssey has Luigi mode, some extra post-game kingdoms and zones (Mushroom Kingdom, Dark Side of the Moon), outfit collection, achievements, etc.

We don't have like, the straight up guidelines, but one thing worth noting is that the only original Mario RPG characters that show up in Smash Ultimate's spirits are ones of original species. Geno, Vivian, Dimentio, Fawful, etc.
Though that doesn't quite limit the characters he listed. I think overall the issue is that if they did make this, we don't know if we'd get a Hyrule Warriors where we do get pure fanserivce, or something safer like Fire Emblem Warriors. We can only assume the rules of this "mandate."
