Here's something that would be cool as fuck but never work for multiple reasons.
A Planetside-like Legend of the Galactic Heroes game where thousands of players work together in a gigantic space battle. Everything would be done by the players, no AI. Piloting fighters, participating in boarding actions, making strategic decisions, etc. are all playstyles the players have.
The battle in question could either be a simple battle between the Alliance and Empire fleets, or something more complex, such as Iserlohn vs Geiersburg.

Open world vigilante game, set in a dense, crime ridden city with many enterable interiors. Uses the Nemisis system from Arkham, enemies can not kill you outright but can put you out of action for a few days, allowing their syndicate to expand, whoever took you out gets tougher, etc...

Your methods will change how the world reacts, professionalsm and violence are the two main factors. Killing in especially brutal ways and simply killing in general will make criminals and people fear you and are more easily intimidated, going non lethal will make people support your cause more but enemies will start to see you as a joke and will become more ruthless.

Blackhand system from Godfather, exploit criminal's fears to get them to talk or turn against their gang.

Upgrade gear, clothes, cars and hideout
Earn abilities by doing favours for important figures, moral choices where you have to decide to let certain things slide for your benefit or to turn against your employers.

Any LotGH game's boarding actions would be incredibly brutal, too. It's mostly done in hand-to-hand combat with axes and shit, with the occasional crossbow, due to the combined risks of decompression and zephyr particles (a colorless, odorless substance that blows up incredibly easily).

I want to make a game that's kinda like Civilization except real-time and the map isn't divided into tiles. Some features I'd like to have in would be:
Barbarians are a major threat rather than a minor annoyance.
There are also a variety of monsters (dragons, krakens, undead, goblins, etc) in addition to barbarians.
When you discover electricity, you can start building power plants. As electricity becomes widespread in your nation, happiness goes, industrial capacity goes up, research goes up.
When you reach the modern era you can start customizing military units (e.g. when building a battleship you can specify hull thickness, number and size of the guns).
Last stage of the game is the Space Age. This would be the longest part of the game and is subdivided into sections where you colonize the Solar system, start colonizing nearby (
