So become a writer, concept artist/designer or any role that allows you to be the "ideas guy". You don't need to start a video game project on your own. Hire someone who can program for you or join a team. Not hard.

99.9% of all ideas are TRASH. Once you actually start coding you will quickly realize how shit your ideas are and your delusions of making a good game dissipates. And no, your idea is not an exception.
op im not joking when i say literally any retard can make a game with rpg maker/renpy. as long as you can string english clauses together, know how to download from royalty free music libraries and can find a way to put in art assets, theres no reason for you not to be able to make a game with time

Is there a right mindset to be in to try to learn programming if I don’t enjoy it, or is it just one of those things where you either like it or don’t?
Well, start small. Pick a language/engine and look at tutorials for basic things on it.
So is C# and Unity good? How much learning does it take to be able to make a basic prototype for a simple idea?
not him but depends on what you dislike. Learning to program is not the same feeling as programming something you know how to do. The learning side does suck imo.
Unity, being an engine, would be fastest to pop out a prototype.
But, at some point, you've got to just make the jump and draw the damn owl.

Hey. Whats a good but...not difficult program to make an RPG? I am working on this Kingdom Hearts Fangame and I know nothing about hard coding. I don't mind learning if the program has its own set of rules and such. But before I do any big purchases I wanna know my options. The idea is sort of based on what Chain of Memories did with rooms. But no cards or randomly generated stuff like that just sort of graphic wise. I was thinking of a fixed camera angle and world sort of moves to accommodate your movement so you wont have to move it around all the damn time. What could do that?

You don't need to draw something that looks good, only something that can be easily understood. An abstraction.
See if you can work on a gamejam and get an artist in your team.
If you both enjoy how you work together you could work together in the long run.

It has a setting and gameplay like Advance Wars, but also "hero" units like every player unit in fire emblem, but it is also balanced on both sides as a multiplayer game.
Think of it as a turn-based strategy that is essentially Warcraft 3 (but in the future), there are even structures and resources on the map. the map resources are entirely something to be fought over though because your initial structure generates "income" and you can only build "income" producing structures on a special map resource.
and when i say both sides, i balanced it for two players but you can easily play with 3+ sides.... i dont know if the balance actually changes with more players, i've only rigorously tested balance with two side games.
i should also clarify that every structure is placed by the player except for your initial income structure... unless you start with enough income to create your first income structure, but i felt like requiring the player to take that step was just a waste of time

Well, if it makes you feel any better, the odds are your idea is absolute shit anyway. 99% of all people who think they have a cool "idea" for a game have a terrible idea for one out-of-context element of a game and rest is just garbage.
If you have a genuinely good idea, you can write down a design doc. It's a good exercise in general, and hell, you can maybe pitch it someone, find people to work for you. A design doc is a decent starting leverage, actually. But it will require you to actually start thinking like a game designer, which is a skill that requires training and experience.
This is what I'm planning to do user. Should I turn back before it's too late? What should I do instead?
This is why I never bothered to try and make games out of my ideas, I assume under any scrutiny they'll quickly be found to be shit so why bother.
Much easier to occasionally think of what I feel like are cool ideas for videogames, briefly entertain them, then just continue playing videogames instead.
