Yes, though you will need to have a surplus of resources to be successful. The Empire, Hijo and Cravers (though Cravers are more cyborg tyranids than crusaders.) are probably the best at it. If you set up a military dictatorship you are flat out encouraged to crusade.

Been doing a lot of achievement hunting in Sins, don't know why but I love the game. It's really slow as an RTS but that's what makes it perfect for a scrub like me. Still having some issues on higher difficulties as the CPU literally cheats and forces me into ultra defense until titans.
