The game takes place in Night City in Northern California right where the forest fires are happening. If Night City was a real place today it would look like that right now. And things look like that because of the pollution in the atmosphere from the forest fires. Heavy industry and overpopulation would also make things look like that. That’s why the cyberpunk aesthetic has always been so dark. It’s not because of muh feels but it’s meant as a commentary on the effects of industrialization and overpopulation on the environment. Most of the pollution is not C02 pollution, It's resource harvesting from the earth. Also, I don't know if you've ever been to China(or any other heavily smoggy area) before, but I have and I can tell you that smog depends on the weather, time of day and place you are. It was actually quite sunny there for the most part and I was living in an area with a lot of industry in it.
