it can mean multiple things

It usually refers to hitting airdodge/shield as you hit the ground after taking an attack to get up quicker. It is also used less frequently describe things like wavesmashing or RAR (reverse aerial rush) or really anything that is a game mechanic that isn't in the manual/tutorial. It has also been used as a label for specific combos.

I blame meleetards for this. There commentators just say whatever and the half baked masses take it as word of god and it becomes lingo, when it was just nonsense from the drunk ass mother fucker on the mic.

Numpad notation is a universal tool that transcends common language barriers. QCF doesn't really work well in that regard.

This might be fun, here's what I imagine they mean based purely on osmosis and literally never having played a fighting game. Anons can tell me how wrong I am:
