Upon getting this quest, my immediate impulse was to kill the ghouls. Was I supposed to feel otherwise? I mean tenpenny tower is one of the last bastions of wealth and humanity in the entire wasteland, why would I want to ruin it? Why can't the ghouls just live somewhere else? I feel bad for them but I feel like forcing Tenpenny to accept ghouls is just shitty for everyone.
A lot of the ghouls seem pretty miserable anyway. Sometimes I thought that getting rid of them was an act of mercy.

It shares a little bit of the theme about Vault 101, where it was closed up tight against the dangers of the wastes and under no circumstance was it to casually open up.
Opening up brought big consequences for both places. 101 fell into chaos and infighting and the people of Tenpenny were murdered by ghoul bandits.
