Because it's a shit idea for the most part. Games where you can dump all your XP into speech then walk through the game are boring because every quest has the same resolution. It's even worse when some games give you more XP for solving the quest without violence, compounding the problem. Maybe some people deserve to have their face caved in with a hammer.

New Vegas and that one are the only ones I can think of

You're inventing a scenario that doesn't exist.
Name a single game where you can get out of all battles, let alone most battles, with a speech check. You can't. Even in games like Fallout, a speech gate is still rare. That's why dumping all points into speech is a risk when combat is still the norm.

What? in literally every quest in new vegas there are speech checks. Dumping your points into speech is not a risk at all because combat is piss easy in every game, and it's made even worse because it's not even a chance to pass it, you have to have a specific number of points and makes charisma completely useless

Yes. You get so much XP from those quests you can dump the remaining points into energy weapons, buy a turbo plasma rifle and moonwalk to the credits

Wrong, a set limit is superior. Because any "percent chance" to pass a check is a 100% chance in a game with saving and quicksaving.

And if you don't find the combat challenging, that's really irrelevant, because then it was always going to be easy for you, and is a non-factor. Because more combat focus will always make combat even easier. It's always an incentive to spend those points there.

That's why I love games like Desperados III where your attacks always land and the challenge is choosing when to use them

They're not police, it's not like they can detain them. But they probably turn all the evidence over to them. It would be silly to do a show like that and ultimately let the people walk free.

The police run a parallel investigation and are waiting outside for the guy.

Because they can't balance for it. The idea behind speech checks should be talking your way out of a few situations or getting a better deal on gear or something. But the trade off is that the player needs to outskill stacking the deck against themselves on a combat or puzzle solving layer. Often times games where you can max speech, you're also dumped xp to put in useful shit like stealth or guns, hence why new vegas and mankind divided fuck it up so bad. You're a one man army killing machine who can now also skip bossfights, buy gear at severely reduced prices and subjugate half of all enemies to be your friends, while simultaneously lining up a triple no scope from 8 miles away.
