We're talking about the cost of owning a house. The price of owning the deed to the house doesn't go down because you could spend monthly payments near equal to a mortgage. When they assess property they do not take local rent into account, only sales. Sales with the intention to rent typically include renovation which further drives up property costs on the resale. The more housing that becomes rentals drives the market of owning houses smaller and smaller and the costs higher and higher.

In theory fine, but because of the state of things most people live paycheck to paycheck now and most landlords are not 65-year-old former accountants that took on an investment "risk" but the 1% practicing modern serfdom. If you're mega-rich why the fuck wouldn't you buy twenty properties and watch the consistent profit roll in a decade later while you do nothing? You can hire people for each and every stage of managing the complex and it's not hard to research which parts of which cities are growing. Not to mention because you're already loaded you never took a risk in the first place you just paid the bills for the people doing the work. It does in fact contribute to the growing class-divide because if you're rich you'd be stupid not to own properties and as a result you typhoon the money from thousands of people who work for a living. All of which might be fine if rent somehow wasn't 70% of most people's salaries. They're objectively parasites and you shouldn't be allowed to own more than two or three properties.
