Any enemy not wearing a helmet is a one shot from a decent gun every time. 9 mm will one shot kill any non helmet point blank with this mod. It’s only fair to turn it on for the player too. Lol enemy’s with smgs will spray, take down 10% of your health, but than one bullet from the smg spray hits you in the head and insta dead

There are good and bad ways to design an RPG.
In Fallout 1 and 2, the small guns skill determines your accuracy with guns, not damage. Bullets hurt, regardless of experience.
Ironically 3D """Fallout""" games ditched this in favor of damage scaling because they introduced skill based mechanics (aka not RPG) like manual aiming.

Hell no. You can't pair something like that with the braindead AI of New Vegas that never uses cover, it makes the game 100x easier than it already was.
