You've never been burned by a sequel before? Unless it's a really long running and consistent series I'm more weary of unreleased sequels to games I liked than new IPs generally.

When you love the series/you're pretty sure you'll like it from previews, demo etc. and you want to play it day 1.
If it's from a series so insanely popular you're not sure they'll have enough in stock (RDR2 for me and Pokemon Sword I got for my nephew)
If you want to show support to the developers (Yakuza 6 and Deadly Premonition 2 for me)
generally never, since it´s giving money to the publisher before they delivered a decent product. most of the time this "invested cash" is lost on marketing or higher ups. the devs in most cases never see some cash from the sales because they are paid up front (at least in non-indi-development).
indi devs on the other had use a scummy tactic too which is called "early access", practically the same as preordering, you just play the beta and potentially see the game of your dreams change into homogenized mass media shit.

OP, you preorder a game when it has a preorder bonus and you're pretty sure you'll get your money's worth. or if you want a physical copy that will sell out.
When you know you are going to play it. Like, if you lile Animal Crodding and know that you will play any new game for at least a 100 hours I don't see why you shouldn't just pre order the thing.
Any reason other than this is invalid. This includes spite preordering, company worship preordering and preordering for exclusive content. Those just make you a retard.

when you are 100 percent sure its something you will immediately play. its impossible to know how much you will enjoy a game before it even releases, but you can at least measure your hype. if its worth playing immediately its worth getting it as soon as possible. however if you know its just one of those 'im kind of interested and plan on playing it' then you are just being irresponsible with your money, because by the time you actually end up playing the game it could be 30 dollars cheaper or you learn enough about the game that you realize its simply not what you want anymore
