Yes, DS2 has better overall bosses than DS1, even without the DLCs.
DS1 has Gargoyles, Queelag, O&S and it's all downhill from there and DLC bosses that's about it.

DS2 has Pursuer, Ruin Sentinels, Smelter, Sinner, Chariot, Old Iron King, Rotten, Mirror Knight, Veldstat. Plus all the main DLC ones.
Not even a contest on consistently well designed and challenging boss fights (for the level you face them of course)

I didn't call DS1 shit, it's just isn't mechanically as good as DS2 or DS3 and has worse bosses that rely on skeleton ganks like Nito (it's ok when DS1 does it) or bad gimmicks like force death to Seath.
DS1 is more of a exploration, lore and level traversal PvE game with a few ok bosses outside the DLC, trying to oversell it as a perfect masterpiece in every aspect is just a cope.

You can't cheese DS2 with poise and healing through and facetanking bosses. And magic/lightning was only OP in the pre DLC days.

PPL have done no roll/no block challenge/melee only runs in DS2 and even with Havel's, besides starter bosses like Ruin Sentinels, Dragonrioder, Pursuer, you can't facetank for shit.

Once you get to shit like Rotten, Mirror Knight, Veldstat, you're forced to sprint to dodge attacks, their high damage 3-4 hit combos just one round you and break your poise instantly.

Ceaseless discharge is actually buggy and clearly not done. If you fight him legit he has one attack when if he were done you just know he'd have a ton. He would be shooting pyromancy and other cool shit. Fuck I hate how lame him, Seath, and Nito, were. They're cool concepts.
