You're right about everything but this. It's something they were TALKING about, but it's not been worked on at all (as of 2 months ago, at least).
Most likely because they want to change the story or make big structural changes, such as cutting chunks out for DLC. Mitsoda was only ever lead writer, but probably had the most respect in the company for this project and was keeping the plot laid out.
At least that's my idea. It's very fucking fishy.

The entire primary angle of VtM is working around the ancient, decayed "establishment" (Camarilla) which hates you simply for being new and different. Either by gritting your teeth and working for them as best you can, trying (and inevitably failing) to change the system from within, or by flat out rebelling (Anarchs). Guess which one is the good end and which one is the bad end?
