Wut, Horatio isn't fast at all. His ships suck at the start, he is very vulnerable to early bullying, the snowball only really starts when you assimilate some dudes and build his quest thingy that gives you loads of production. It is a nice snowball, but again, he's easily throttled.
If you do mean snowball try Unfallen, their start is even slower than Horatio's, but when they get a bunch of vineships online they become absolutely insane.
Vodyani are also very snowball reliant, but they're tricker to play.
Cravers are a snowball faction with drawbacks at least - having your expansion stalled and watching all your good planets deplete as a bunch of starvation notifications pop up is pretty scary.
