Pelinal Whitestrake, from what he seems to be, is madness of Lorkhan and Akatosh given form possibly through the incarnation of Ysmir hero God as well as the possibility of him being constructed by Magna-Ge in the future by the request of Kyne.
Pelinal either through his personal experiences or through the process by which he was summoned, by slave Alessia, instantly disliked Ayleids, this might have also been affected by the fact that Ayleids started to become increasingly more Daedra worshipping, thus they strayed farther from Gods, as well as the fact that Lorkhan waged war upon Ald Ehlnofey who became all elves thus elves are also his enemies, this is relevant if Lorkhan through Shor indeed echoes within Pelinal.
At some point during the war Pelinal also fell in love with a hoplite warrior named Huna, who was later killed by Ayleids, this in turn caused him to unleash his true anger/madness which manifests in him showcasing a bleeding endless diamond shaped hole in his chest as well as gaining destructive powers so great that those who saw it claim that he could erase regions. This personal tragedy amplified his already existing hatred for Ayleids and as the war went on he would go into his insane mode more and more often.
It is possible that he, in a way, is a manifestation of the ptsd that both Lorkhan and Akatosh experience because of the endless war they wage at the beginning and end of every world river.

It was not universal. Ayleids existed in semi-autonomous city-states similar to the Greeks, some of their cities were Daedric while others were either mixed or Aedric. It is true that over time Daedric influence and overal debauchery and slavery became more and more rampant across all of Ayleidoon, but ironically Pelinals wish to eradicate all Ayleids irrespective of their personal beliefs caused Ayleids to centralise around Umaril just to survive even if they weren't slavers or initially evil.
