There is no reason to believe there would be a massive force in Skyrim without the empire. They are on the other side of the continent and are at war with every province between them and skyrim. The Dominion is in skyrim BECAUSE of the empire

you know i think the empire overall was a pretty good thing that brought peace to tamriel for hundreds of years right but if skyrim is the second biggest net contributor to the empire, I can't really blame the nords for wanting to leave after cyrodiil signed the white-gold concordat without skyrim's input.

Assuming the dragonborne fucks off somewhere, the empire is the best chance for Skyrim’s overall survival imo. I don’t see how the stormcloaks are able to govern Skyrim and keep the dominion out on their own.
