The "Age of Consent" is just some arbitrary age decided upon by an entity in power. People reach sexual maturity earlier in life than that and need the knowledge to act on it appropriately.

Just so you know, I am a woman of color. As a woman of color I am aware of how sexist characters like shantae reinforce patriacrhal misognyinstic concepts that women of color are to be submissive to white males and exist only to please males. Her character is as of a "Genie", she has no agency of her own. Her entire purpose is defined by others, by males. And the inherent orientialist idea of having a submissive middle eastern partner from the "exotic east" brings about many colonialist attitudes that European white males had towards women in MENA and South Asia.
