The real twist will be that Argalia is fully sanctioned by the Head and so it was all the crazy shit he has done in the past. Growing the Library is the Head capitalizing on the Distortion phenomenon to get rid of all the undesirables in the city.

I don’t get the point of limiting key pages you can get. They said they wanted people to experiment and play diverse decks but doesn’t the current system just encourage funneling all your resources into a single floor?
