I think Win10 automatically increases the size of UI elements when you use certain monitors - probably ones that identify as TVs as it expect you're sitting further away and need the text to be bigger. Check your 'Ease of Access' options

You're not really turning it off, it's just sleeping/hibernating. Even an explicit "Shut down" command will trigger a mini-hibernation by default (Fast Startup option).

Fast boot fucks up the numbers even though I turned it on 1 hour ago. If you hold shift and click on restart it will actually allow you to shut down from the recovery menu.
